Answer: The Governor of states is appointed by President of India.

President asks central government regarding appointment of Governor. The advise of Prime Minister is mandatory.  Then honorable President appoints governor to a state.

A governor is the nominal executive of that state and has various authoritative powers. When there is a conflict between state government and government of India, than the advice of that state’s Governor matters a lot.
