    The Rowlatt Act was passed in the Vice royalty of Lord Chelmsford. According to this act The Viceroy Government allowed to arrest and jail anyone without trial if they are thought to be plotting against the British. In 1919,  British Government passed the Rowlatt Act to give themselves great power over the Indian.
